HYDERABAD: The Chief Minister Mr N Kiran Kumar Reddy today
directed all departments to strictly adhere to the citizen charter time limit
as far as Mee Seva services are concerned. He told the officials to identify
causes for delay, identify the problem, analyse it and solve it immediately so
that there are no hardships for the people. The Chief Minister asked all
departments to identify the G2C services that can be delivered through Mee Seva,
so that 100 services can be delivered to the citizens across the State through
Mee Seva by Dec.2012.
The Chief Minister today held a detailed review meeting on
"Mee Seva" and National Optical Fibre Network (NOFN) with Ministers and
officials at Secretariat. He also asked the officials of various department in
implementing the NOFN plan to provide network connectivity to all panchayats in
Andhra Pradesh.

It may be recalled here that the Chief Minister launched
“Mee Seva” in Chittoor district on 4th November, 2011. Eleven services
pertaining to Revenue and Registration Departments were taken up for service.
The salient features of "Mee Seva" are: It is under ESD
Rules, provides Category A & B Services. It is based on Web-Based Land Records
Management System, provides Digitally signed certificates. It has Secured
Stationery, Seamless transfer of transaction charges, Real time Monitoring of
transactions and provides SMS alerts to citizen.
Mee Seva is now Launched and operational in 17 Districts
of Chittoor; Rangareddy, Krishna, Medak, Nalgonda, Mahboobnagar, Khammam,
Karimnagar, Srikakulam, Warangal; West Godavari; Kadapa; Nellore, Adilabad,
Nizamabad, Vizianagaram and Hyderabad. It will be launched in Districts of
Prakasam, Anantapur, Kurnool, Visakhapatnam and Guntur by end of July and East
Godavari started to port data recently.
Mee Seva has already Crossed 1 Million transactions on 4th
July 2012, total Transactions as on 8th July 2012 being 11,81,511 (Category A -
3,78,714 -(32.05%) and Category B - 8,02,797 (67.95%). The requests that are
pending beyond SLA are 13,961 (1.18%). Number of services are 31, Present
Transactions per day is 50,000, Projected no. of Services - 100 (by 31 December
2012). Projected No. of Transactions – 1 Lakh per day/3 Cr. Per annum and
Projected savings to citizen – Rs. 3000 Crore Per annum.

The National Optical Fibre Network (NOFN) is to connect
2,50,000 gram panchayats in the country through Optical Fibre. With this the
gram panchayats will be strengthened with broadband connectivity. The NOFN
project is to connect 25,000 gram panchayats in Andhra Pradesh with broadband
connectivity. It will create sufficient Bandwidth at GPs level to fill the
prevailing connectivity gap between GPs and Blocks/Districts.
Government of Andhra Pradesh is the first State to issue
guidelines for promotion of Telecom Infrastructure in the State particularly in
Rural Areas wherein free Right of Way is provided. It is in principle agreed to
give right of way (RoW) to this project as restoration will be done by Special
Purpose Vehicle, Bharath Broadband Network (BBNL) of the project. A decicion
has been taken by the Chief Minister to sign MoU with Government of India. It
has potential for empowering rural masses by giving them access to information,
public services including those of education, health and financial inclusion.
