HYDERABAD: The Chief Minister N Kiran Kumar Reddy today
decided that the "Rachabanda" programme in the State will start from 24th
January and will be go on up to 12th February, 2011. The Programme will be held
in every village in the State and the Chief Minister will participate in the
Rachabanda programme every day in each part of the State. The Chief Minister
held a detailed review meeting on Rachabanda programme with Ministers and
officials at Secretariat.
All MLAs and Ministers will also participate in the
Rachabanda programme which was conceived by former Chief Minister Dr. Y S
Rajasekhar Reddy. Schemes like Ration Cards, Pensions, Abhayahastham,
Aarogyasri, Housing, NREGA Job Cards, Pavala Vaddi-Rural and Urban and
revamping of defunct IKP Groups will be covered under the Rachabanda Programme.
The Chief Minister will hold a video conference with District Collectors on
Rachabanda on 18th Jan.
It was decided that 5 lakh eligible families will be given
temporary Ration Card coupons to draw rations for 3 months and other benefits
till the permanent ration cards--Aadhar cards are issued. Fresh applications
for ration cards will also be received. Pension anomalies will also be
rectified. Under Abhayahastham scheme, all SCs and STs will be enrolled on a
saturation concept.
The Chief Minister announced that those families that
completed 100days of wage employment under NREGA will be given 25 days more
jobs and the wages under the NREGA will be increased from Rs.100/- to Rs.121/-.
All the pavala vaddi arrears up to March 2010 will be released. All the defunct
IKP Grpups both urban and rural will be activised. Under Housing, 4.7 lakh
houses that started and are at different stages of completion under G.O.Ms. 171
would be given sanction letters during the Rachabanda programme.
The District Collectors will hold a meeting with people's
representatives and officials under the chairmanship of in-charge minister to
brief the activities of 'Rachchabanda' programme and to take proper follow up
action to sort out issues and conduct the programme successfully. A Team
comprising MPDO (Rural)/Municipal Commissioner (Urban), Tahsildar (MRO), APO of
DWMA, Medical Officer, Arogya Mithra, ANM, DRDA/IKP functionary, AE (Housing)
and other concerned personnel together will visit all the panchayats / wards in
the mandal / municipal towns under the leadership of MPDO / Municipal
Commissioner.
During the meeting all the staff of G.P / ward viz., VAO,
Pachayat Secretaries, ANM, Arogya Mithra, IKP / MEPMA functionary (ward),
Anganwadi Worker and all other staff will attend. Efforts would be made to
facilitate 100 per cent participation of all public representatives in all
panchayats / wards. It is expected that each team would visit 4 gram panchayats
per day and once that mandal is completed, it will be followed by yet another
mandal in that constituency. In municipal areas, up to 5 municipal wards would
be covered per day.
Any financial requirement to fulfill the grievances or any
assurances given during the programme will be fulfilled by meeting the
expenditure from the regular budgets of the respective departments. The
grievances received during the interaction will be registered and an
acknowledgement receipt be given to the petitioner. Collectors were directed to
take steps to segregate the grievances department-wise and take effective steps
to redress the grievances. The District Collector would monitor the redressal
of grievances continuously and submit Acton Taken Report (ATR) to Planning
Department as well as to CMO.

convenor for the Rachabanda Programme, Minister for Revenue, Raghuveera Reddy,
Minister for R&B, Dharmana Prasada Rao, Minister for Civil Supplies, Sridhar
Babu, Minister for Major and Medium Irrigation, Sudharshan Reddy, Minister for
Higher Education, Damodar Rajanarasima, Chief Secretary, S V Prasad, Special
Chief Secretary, Planning, S P Tucker, Spl. Chief Secretary to Chief MInister,
J Satyanarayana, Principal Secretary, Rural Development, R.Subramanayam,
Commissioner, Civil Supplies, Sanjay Jaju, Commissioner, I&PR, C Parthasarathy
and other officials attended the meeting.
