The Chief Minister Dr.K.Rosaiah approved a Project called
‘Sushrutha’ which intends to establish 22 State-of-the-Art Operation Theaters
in a consolidated manner in one floor in Gandhi Hospital, Secunderabad with
international standards and with high efficiencies. Besides this a medical
care unit with 100 beds would also been established on the same floor. The
Project also has the objective of creating a centre of excellence in surgical
skills with a super speciality course in anesthesia and super-speciality para-medical
and nursing courses. The Project will be implemented on a "managed services
model" at an estimated cost of about Rs.25 crores.
The Chief Minister reviewed the work of the HM&FW
Department with the Minister for Medical Education, Mr.Sudarshan Reddy;
Minister for Health & Family Welfare, Mr.D.Nagender and Minister for Aarogyasri,
Mr.Pithani Satyanarayana were present besides the officials of the respective
departments.
The Chief Minister has agreed to establish A.P. Health &
Family Welfare Council to advise the Government on Policy, Strategy and Program
Priorities similar to the National Council, comprising of Ministers of relevant
departments, experts in the public health and officials under the Chairmanship
of the Chief Minister.
The status of Infectious Diseases is also reviewed and it
is observed that there is an high incidence of Malaria, GE, H1N1 and Dengue
compared to last year due to excess and protracted rainfall. Now the situation
in the State is under control because of the steps taken by Health & Family
Welfare department, the officials said.
The Chief Minister has directed to complete the
recruitment of doctors and staff nurses as early as possible. He has directed
to establish District Vigilance and Monitoring Committees for effective
monitoring and to enforce financial discipline in NRHM programs. He also
directed to complete the establishment of 360 Community Health & Nutrition
Clusters (CHNC) by the end of December 2010.
The Chief Minister has directed to launch Jawahar Bala
Arogya Raksha (program for School children) on 14 November 2010 and to cover 85
lakhs school children in all government schools. He has also approved to
establish ITDA Health Societies to provide comprehensive health services in
tribal areas.
The Chief Minister has directed to make preparatory work
for launching of National Urban Health Mission from 2011 – 12 by mapping of all
urban health facilities, preparation of slum / city specific plans, forming of
Community Organizations and Mahila Aarogya Samithis through SHGs in all urban
areas of State. He also directed for restructuring of Village Health and
Sanitation Committees and Hospital Development Societies for effective planning
and implementation of programs.
The status of the establishment of Visakhapatnam Institute
of Medical Sciences (VIMS) was also presented and the options for
operationalising the Project have been discussed in detail.
A framework for Public Private Partnership in the health
sector was also presented by the Department. The framework facilitates aims at
attracting private investments into the health sector for enhancing the
infrastructure in the existing facilities, besides establishing diagnostic and
laboratory facilities. It was decided to organise a workshop on the subject
involving all stake holders so as to arrive at a consensus.
