HYDERABAD: The Chief Minister Dr K Rosaiah today asked the
Tirumala Tirupati Devasthanam Specified Authority to bring in visible changes
and impact to sustain the pristine glory of the famous temple. The Authority
should get the results on a strict time-frame with clear milestones say within
50 days, 100 days and 200 days. The Authority should be able to bring in vast
improvements which should be non-controversial and at the same time beneficial
to all devotees. The Chief Minister said the Specified Authority was appointed
for this purpose and hence they should be able to bring in necessary changes to
improve the amenities and facilities for the devotees in a big way.
The Chief Minister today chaired the first meeting with the
TTD Specified Authority at his residence. Dr Rosaish said the serenity,
sanctity, credibility and popularity of the world famous Tirumala temple should
be sustained and improved further. The Chief Minister said that main issues like
speeding up of darshan for common devotees, their accommodation, neatness at the
temple, all surrounding areas and township should be vastly improved. Dr Rosaiah
directed the Authority that meddling of middlemen should be stopped once for all
and all malpractices should be eliminated.
Dr Rosaiah said that this is an opportunity for the
Specified Authority to improve the functioning of all systems in Tirumala. He
told them that they should initiate a concrete plan of action to bring in a
turn-around by improving the facilities for the devotees.
The Chairman of the Specified Authority, J Satynarayana
explained to the Chief Minister some of the ideas and proposals under discussion
and the final action plan will be submitted to the government for approval at
the earliest.
As far as Essential Improvements are concerned it has been
segregated into three parts-- Immediate, Medium Term and Long Term. The
proposals are: Immediate ---Optimize time for Dharma Darshan; Streamline rules
for issuing VIP Passes and Automate allocation/sale of Arjita Seva tickets.
Medium Term-- Re-introduce Sudarshan for Dharma Darshan; Review algorithms for
Laghu & Mahalaghu Darshan and improve Serenity in Sanctum sanctorum. Long Term:
Forecast pilgrim traffic for 10/20/30 years and introduce pilgrim amenities
accordingly.
Proposals for Essential Improvements include Streamlining
rules for allocation of accommodation - Automate allocation, billing, collection
and improve quality of maintenance. Balance & Optimize uphill/downhill
accommodation; Forecast accommodation demand-supply & Build for 10/20/30 years
and prepare & implement Master plan for Tirumala - residential zones/service
zones/ institutional zones. Improve sanitation in pressure points like free
accommodation, Kalyana Katta, Pilgrim Centres; Ban use of plastics in shops,
temples; sanitize Pilgrim Walkways - minimum vendor presence in both walkways,
Enforce standards of hygiene in Tonsure, making of Laddu & Prasadams, and at
Nityannadanam etc.
Proposals also include scientific disposal of waste -
organic/synthetic; restriction on number of vehicles on Tirumala and Enforcement
teams, penalties for littering, Intensify Information, Education and
Communication (IEC) targeting Pilgrim Awareness: Information on Temple,
Facilities, Responsibilities. Establish Pilgrim Facilitation Centres: With
environment to enrich spiritual experience and near Railway station, Bus
stations etc. Create Meditation Centres/ Rest places---Enroute both the uphill
walkways. Re-design Q complexes: to maximize the view of the temple. Create
Vehicle-free zone around the temple: Expand/Create parking lots before Tirumala
check-post.
Introduction of Sree-Seva: One-stop-shop for all pilgrim
services; single interface for all pilgrim needs - 'Any counter-any service'; to
serve illiterate population and also Modern, Pilgrim Service Centres in Tirumala,
Tirupati, District Headquarters in Andhra Pradesh, Tamil Nadu, Karnataka and
Major Cities. Services that can be packaged in Sree-Seva: Reservation of
accommodation - advance & current; Reservation of Seva, Sudarshan Services; VIP
requests for accommodation, darshan, seva; Integration/packaging with railways,
airlines, APSRTC; Travel Advisory including projected wait-time for Darshan and
Grievance redressal system.
Establish Sree-Seva Towers in Tirumala: Ground Floor-100
counters, all counters-all services; 1st Floor-space for future expansion, data
centre; 2nd Floor---Call Centre with toll-free number 111; 3rd Floor-Technical
Staff & BPO and 4th Floor-Administrative staff, PPP Space. Also Plan Disaster
Recovery Centre at Hyderabad.
The proposal is to Establish 50 Sree-Seva Centres all over
Tirumala, Tirupati, and at District Headquarter in Andhra Pradesh and other
major cities in India.
