HYDERABAD: The Chief Minister Dr.K.Rosaiah today directed
the Chief Secretary and Finance Department to chalk out funding plan to take up
relief works on war footing with external agencies as well as internal
adjustments. The Chief Minister today reviewed the extensive damages caused due
to floods caused by Laila and Jal cyclones, South West Monsoon and the relief
works undertaken with Ministers and officials.
The Chief Minister today directed that without waiting for
funds from Centre, damages to roads under R&B, Panchayatiraj, MA&UD should be
immediately taken up and repaired. He said conditions on many roads are very
bad and hence we should immediately swing into action and repair the roads. The
Chief Minister was explained by the officials that about Rs.1,000 crores is
needed to take up immediate relief works and the Chief Minister wanted required
funds to be released without any delay.
The Chief Minister asked the officials to issue
administrative sanction for these urgent works. He also asked the departments
concerned to prioritise works as per the availability of funds and asked the
Finance Department to give top priority to flood relief works, particularly
road repairs and Medical and Health Department requirements. He wanted
sanitation of flood-hit areas to be given priority.
Dr Rosaiah asked the Chief Secretary S V Prasad,
Commissioner, Disaster Management, T Radha and Special Chief Secretary,
Finance, G Sudhir to prepare a Detailed Report and action plan for the flood
relief works for funds from external agencies like World Bank, RIDF, NABARD
etc. Officials explained to the Chief Minister that Andhra Pradesh faced five
major natural calamities like drought, Kurnool Floods, Laila Cyclone, Floods
due to Excess of South West Monsoon and then the JAL cycone which hit the
coastal districts a few days ago. The recent excess rains and JAL cyclone
caused extensive damages in 13 districts. Massive Relief works were undertaken
irrespective of assistance from Government of India.
The State Government was informed telephonically by Mr R R
Jha, team leader, Inter-Ministerial Central team that he is ready with the
draft report to be submitted to the Home Minister, Government of India and is
waiting for the administrative sanction for heavy rains and floods during the
South-West monsoon in respect of relief works to be taken up by R&B Dept,
Panchayatiraj, Rural Water Supply, Irrigation and Health (Infrastructure
Component).
