HYDERABAD: The Chief Minister today directed the Finance
Department to release additional funds of about Rs.25 crores for Sports
Activities and Sports Authority of Andhra Pradesh. Dr Rosaiah also sanctioned
about Rs.15 crores for Youth Service activities and revamping of Rajiv Yuva
Shakthi. The Chief Minister also agreed to the proposal to constitute a Special
Purpose Vehicle for completing the Sports Tower Complex work at Gachibowli and
put it to proper use.
The Chief Minister today reviewed the activities of Sports
and Youth Services Departments with minister and officials at Secretariat. The
Sports Authority of Andhra Pradesh (SAAP) has two Sports Schools; 3 Sports
Hostels; 23 Outdoor Stadia; 19 Indoor Stadia; 18 Swimming Pools; 5 Tennis
Complexes; 13 Multi Purpose Halls and 6 Shooting Ranges in the State. The SAAP
has also started two Regional Sports Schools at Karimnagar and Kadapa, three
Regional Sports Hostels at Warangal, Guntur & Tirupati and Nine Sports
Academies all over the State and One Centre of Excellence at Hyderabad. For
these sports coaching institutions, the sanctioned strength is 793 and
presently 458 trainees are undergoing training.
The Government of India has launched Panchayat Yuva Krida
Aur khel Abhiyan (PYKKA) from the year 2008-09 for creation of basic Sports
Infrastructure in all the Villages and Mandal Panchayats over a period of ten
years and to organize sports competitions at Block, District, State and
National levels. Every year 2,190 Village Panchayats and 113 Mandals are to be
covered as per the Government of India norms. Each Panchayat will get Rs.1.00
lakh and Mandal Rs.5.00 lakhs for infrastructure creation on a fund sharing
basis of 75:25 between GoI and the State Government. Further for five years
grants will also be released for acquisition of sports equipments and
maintenance of facility. Till now the first year grant of Rs.32,86,52,000/- has
been released to the Districts and Playgrounds are being developed.
Competitions under PYKKA were held during 2008-09 & 2009-10 spending
Rs.78,53,724/- and Rs.85,24,846/- respectively.
The Chief Minister has been explained that Andhra Pradesh
has won one Gold Medal in Shuttle Badminton, One silver and one bronze in
Kayaking and Canoeing and six Gold Medals and one bronze in Weightlifting at
International level competitions during 2009-10. At National level the State
won 78 gold medals, 72 silver medals and 80 bronze medals in athletics, shuttle
badminton and tennikoit etc.
The Chief Minister agreed to release additional funds
other than the budget allocation for Rajiv Yuva Shakthi programme which will be
activated. The Rajiv Yuva Shakthi programme aims to provide financial
assistance to eligible youth in the form of subsidy and bank loan for
establishment of self employment units. Any viable asset-based activity can be
taken up by the beneficiaries with the support of Government (Subsidy) and bank
loan and the Rajiv Yuva Shakthi Programme is implemented in 3 categories i.e
Individual, Petty and Group.
The Chief Minister wanted the Rajiv Yuva Shakthi Programme
to concentrate on career counselling, personality development, skill update and
leadership training and lead the youth to employment opportunities in various
fields and also to make them successful entrepreneurs.
The Chief Minister was informed that under Skill
Development Training, since 2005-06 onwards training programmes were organised
to provide placement in private sector in association with leading training
providers in the State; Rs.2500/- per candidate is being paid to the training
institutes towards institutional charges; During 2010-11, a proposal was
already submitted to the Govt. of India for Rs.11.00 crores and another
proposal for Rs.7.50 crores under Rajiv Udyogasri Society (RUS) for organizing
Skill Development Training Programme. During 2010-11, it is proposed to conduct
trainings in construction related trades through National Academy of
Construction (NAC) under RUS programme for 7,000 candidates. Training commenced
in Chittoor, Krishna, West Godavari, Adilabad, Medak and Nizamabad districts.
The Chief Minister also agreed to the proposed plan to complete the Sports
Tower at Gachibowli constructed during the recent World Military Games and make
use of the complex by forming a Special Purpose Vehicle.
Meanwhile the Chief Minister who also reviewed the
functioning of the Department of Youth Services which was established in the
year 1972 with an objective to implement sustainable programmes in Economic,
Social, Sports and Cultural advancement of Youth. Pre-Army Recruitment
Training, Youth Festivals, Youth Exchange programmes, National Integration
Camps, Construction and maintenance of Youth Hostels etc. are the important
activities of the Department and it is proposed to organize Personality
development programmes, career counselling programmes, Adventure activities
etc. in all Districts during 2010-11.
The Chief Minister was informed that to comply with the
points raised by the AG, a software for online monitoring of Rajiv Yuva Shakthi
Programme has been developed and the data of Rajiv Yuva Shakthi Programme since
2004-05 to till date (1,52,786 units) is being computerised. The details
pertaining to 80,000 units have been computerised so far and the remaining will
be computerised by the end of this month;. The data can be accessed from any
place ensuring fiscal discipline and the data will be available Revenue
village wise/Panchayat-wise/Mandal-wise/Municipal ward and Constituency-wise.
Sports and Youth Services, Komatireddy Venkat Reddy, Principal Secretary,
Sports and Youth Services, A.K.Parida, Secretary, Finance, T. Satyanarayana,
VC&MD, SAAP, Mukesh Kumar Meena, Director, Youth Services, Dr. G. Vani Mohan
and other officials attended the meeting.
